How Our New Learning Resources School District Order Taught Me to Read a Ruler in cm

I manage purchasing for a school district's central office. In a normal year, that's about $160K in instructional supplies, spread across maybe 20 vendors. The coordinator wanted to standardize math manipulatives, STEM kits, measuring tools, and classroom whiteboards across all 14 elementary schools. But the calculator request did help me frame the budget conversation. The finance director saw the $7,000 gap between the cheap supplier and the Learning Resources order and, understandably, did a double take. I showed her the teacher's email, the broken ruler, and the value-added data. The curriculum coordinator wrote a two-page summary. In October, the district approved the purchase.

The final order was about $34,000: math manipulatives, STEM classroom bundles, primary calculators, pretend play sets for the younger grades, a full set of measuring tools, and a bunch of whiteboards. What I'd Do Differently

If I had to go through this again, I'd start with classroom visits instead of catalog pages. The time investment would be about the same, and the information you get from watching kids use a tool is worth more than any spec sheet.

I also have mixed feelings about the buy quality, not quantity mantra. It sounds nice at a vendor-sponsored lunch, but it's a lot easier to say when you're not the one explaining a $34,000 spend to a board of elected officials. I got lucky because the curriculum coordinator had data and a teacher called at the right moment. Without those two things, I might have made the cheap decision and watched those ruler bits end up in the recycling bin by November.

Bottom line: what passed for best purchasing practice in 2020, which was to find the lowest price for a closely matching kit, isn't good enough in 2025. The fundamentals of procurement haven't changed: know your vendors, compare actual specs, and keep a paper trail. But the execution has to be a lot closer to the classroom. That's true for STEM bundles, rulers, and even TI-84 calculators.
