How I Buy School Learning Resources: A 7-Step Checklist From $23K in Mistakes

I've been handling education resources learning materials orders for schools and districts for about nine years now. In that time, I've personally made — and documented — 14 significant purchasing mistakes. Add them up and you're looking at roughly $23,000 in wasted budget. Nobody fired me, which is honestly kind of a miracle.

Now I keep a checklist taped inside my planner. It's ugly. It has coffee stains. But we've caught 47 potential errors with it over the past 18 months. Here it is, step by step. Seven steps. If you're ordering school learning resources — whether it's a $200 dry erase board order or a $12,000 STEM bundle — this works.

This is for anyone ordering education resources learning materials for a school, tutoring center, or education program. If you're a first-year admin buyer or a teacher suddenly responsible for department purchasing, this is especially for you.

If you're just buying one or two items for a single classroom, you probably don't need all seven steps. Steps 1, 3, and 7 are the ones I'd keep. But for anything above a few hundred dollars? Run the whole list.

Step 1: Define What You Actually Need (Not What You Bought Last Year)

This one sounds obvious. It's not. Most of us just reorder the same thing from last year's PO because it's faster.

In September 2022, I reordered 600 primary calculators because the previous year's order worked fine. What I didn't check was that our math coordinator had switched to a different curriculum that required eigenvector calculator functionality at the secondary level. The 600 basic calculators arrived. Nobody needed them. That mistake cost us $3,180 and a two-week delay while we reordered.

So before you order anything, ask: Has the curriculum changed? Have the grade levels shifted? Has anyone mentioned needing something new?

I now keep a running shared doc where teachers can drop requests. Sounds bureaucratic. Takes five minutes a month. Saved us from at least three repeat incidents.

Step 2: Check Physical Specifications Against the Classroom

I once ordered 40 dry erase boards that were technically "classroom size" — 24" × 36". The problem? Our new classroom carts had mounting brackets designed for 18" × 24" boards. We had to return all 40 and pay return shipping because it wasn't a vendor defect.

What to check on the spec sheet:

  • Dimensions (measure your actual space or mounting hardware — don't guess)
  • Weight (matters for wall-mounted dry erase boards and portable easels)
  • Material composition (magnetic vs. non-magnetic, porcelain vs. melamine)
  • What's included vs. sold separately

I now take a photo of the mounting bracket or storage shelf and keep it on my phone. When I'm about to order, I pull up the photo. Takes 15 seconds. Prevents four-figure mistakes.

Step 3: Order One Sample Before Bulk

This is the step most people skip, and it's the one that's saved me the most money.

Back in March 2021, I ordered 25 classroom STEM kits from a vendor I hadn't used before. The product photos looked great. The price was competitive. I ordered the full batch without testing.

When they arrived, the instruction manuals were printed in 8-point font with grammatical errors on every page. Teachers refused to use them. We ate the cost on 25 kits — $2,150 — because the vendor's return policy only covered defective items, not "instructional quality issues."

Now I always order one. Test it with an actual teacher if possible. The $40 sample cost is nothing compared to the full-order risk.

Step 4: Verify the Return and Replacement Policy in Writing

According to FTC business guidance (ftc.gov), sellers must clearly disclose return policies before purchase. But "clearly disclose" doesn't mean the policy is good. A lot of education suppliers have restocking fees of 15-25% on returns.

One mistake I still kick myself for: In Q1 2024, I ordered 200 art supply sets — markers, colored pencils, watercolor pans, the whole thing. What are art supplies if not consumables that students burn through? But the vendor classified them as "non-returnable specialty items" because they contained paint. I didn't read the fine print. We were stuck with 60 extra sets that didn't match our storage capacity.

"If the vendor won't put the return policy in an email you can forward, that's your answer: don't order."

Get it in writing. Forward it to your team. No exceptions.

Step 5: Confirm Lead Times and Delivery Dates (Don't Assume)

This is where time pressure kills you.

In August 2023, I had two hours to finalize a purchase order before our fiscal year closed. Normally I'd get three quotes, check lead times, do the whole dance. But there was no time. I went with our usual vendor based on trust alone.

The dry erase boards arrived three weeks after the semester started. The vendor's "standard lead time" was 10-14 business days, but that clock started after payment processing, which took another week. Nobody told me that.

Now I always ask two questions in writing:

  1. When does the lead time clock start — at order placement or payment clearance?
  2. What's the latest date this can arrive if something goes wrong?

If the answer to #2 is past your deadline, you need a backup plan or a different vendor. Looking back, I should have just paid for expedited processing. But with the CFO waiting, I made the call with incomplete information.

Step 6: Cross-Check Quantities Against Actual Enrollment

I know this sounds like a no-brainer. But classroom counts fluctuate. In January 2024, we ordered supplies for 18 classrooms based on fall enrollment. By spring, two classrooms had merged and one new section had opened. We were short on rulers and had a surplus of dry erase markers.

The fix is stupidly simple: get the current enrollment count from the registrar's office the week you order, not from last semester's planning doc. I also add a 5% buffer on consumables and a 2% buffer on durable goods. Small enough to stay within budget, large enough to absorb the normal churn.

Step 7: Do a Physical Spot-Check Within 48 Hours of Delivery

Most purchase orders have a damage/shortage claim window. Ours is 10 days. That feels generous until you realize the boxes sit in a storage room for a week because everyone's busy.

Now I open at least three boxes from every shipment within two business days. I count items, check for damage, and verify that what's inside matches the packing slip. We've caught:

  • A shipment where 12 of 30 dry erase boards had cracked corners (returned in time)
  • A box labeled "algebra tiles" that contained fraction circles (vendor error, fixed in 3 days)
  • An order where the whiteboards shipped without mounting hardware that was listed as "included"

Missing that 10-day window means eating the cost. Which I've done. Twice. Not anymore.

Common Mistakes (Even With the Checklist)

Two things still trip me up occasionally:

Trusting verbal promises. If a vendor says "oh, we'll take returns on those, don't worry about the policy," get it in an email. One of my biggest regrets is not documenting a verbal promise about late-fee waivers. If I'd had it in writing, we'd have had grounds to dispute a $600 charge.

Assuming "standard" means the same thing across vendors. Standard classroom whiteboard size varies by manufacturer. Standard lead time varies by warehouse location. Standard return window varies by product category. Always ask for the specific number.

I have mixed feelings about how much paperwork this checklist creates. On one hand, it slows down every order. On the other, it's saved us tens of thousands of dollars. I compromise by keeping the full checklist for orders over $1,000 and only steps 1, 3, and 7 for smaller ones.

That said, if your school is ordering school learning resources at any real volume, the full seven steps are worth the extra 20 minutes. Trust me — the alternative costs way more.
